Finding a genuine parking space reserved for People of Determination (PoD) at a busy mall has long been a lottery — too often taken by drivers without a valid permit. That’s changing. Parkin has launched an AI-driven enforcement system across three major Emaar destinations — Dubai Mall, Dubai Hills Mall, and Marina Mall — using number-plate recognition to keep PoD bays genuinely available for the people they’re meant for.
How It Works
The system uses Automatic Number Plate Recognition (ANPR) cameras installed across each car park to monitor PoD bays specifically, rather than offering general parking guidance across the whole car park. In fact, this is part of a wider Parkin-Emaar agreement covering AI-powered enforcement across these three malls.
The Parkin app remains the place to check general parking information for these malls, but this particular rollout is squarely about protecting accessible parking — not a general space-finder for every bay.
People of Determination Spaces
One of the more significant features is how the system handles dedicated People of Determination (PoD) bays. Using Automatic Number Plate Recognition (ANPR) technology, the system cross-checks every vehicle that enters a PoD space against a database of authorised permits. If a vehicle without a valid permit occupies a PoD bay, it’s flagged immediately, and on-ground Parkin staff are notified to address it. Moreover, Parkin Launches AI-Powered Parking to enhance accessibility and fairness in these dedicated parking spots.
This is a meaningful upgrade from the previous setup, where enforcement relied entirely on manual spot-checks. Notably, the latest AI-powered parking features launched by Parkin ensure that PoD spaces are genuinely available — rather than just designated — which is the whole point.
Where It’s Rolling Out
The three initial locations are:
- Dubai Mall — the largest mall in the world and the most congested car park in the country on any given weekend
- Dubai Hills Mall — a fast-growing destination in the heart of Dubai Hills Estate
- Marina Mall — a waterfront retail and dining hub in Dubai Marina
All three are operated under the Emaar Properties umbrella, and Parkin — Dubai’s dedicated public parking operator — is handling the rollout. And to add, these sites are some of the first to see Parkin launches of AI-powered parking technology.
The Bigger Picture
This is part of a wider push by Dubai’s malls and public parking operator to make accessible parking actually accessible, rather than a nice policy that’s ignored in practice. Manual spot-checks simply couldn’t keep pace with how often PoD bays get taken by drivers without a valid permit — ANPR-based enforcement closes that gap automatically.
For Dubai specifically, where weekend mall traffic is enormous and PoD bays are in constant demand, automated enforcement is a logical next step from relying on ground staff to catch violations after the fact. It’s a small but meaningful upgrade in how the city treats accessibility.
