    If your DEWA bill feels like it needs a decoder ring, you are not alone. It is four pages of line items, surcharges, and fees that can look baffling the first time — and the second. This guide breaks down exactly what you are paying for, why each charge exists, and what you can actually do to bring the total down.

    Who Is DEWA?

    DEWA — Dubai Electricity and Water Authority — is the sole provider of electricity and water for residential and commercial properties in Dubai. If you live in Dubai and are not in a community with a sub-meter arrangement, your utility bills come from DEWA.

    How Your DEWA Bill Is Structured

    A standard DEWA bill includes: electricity consumption charges, water consumption charges, fuel surcharge, sewerage charge, municipality fee, housing fee (for tenants), and VAT.

    Electricity Tariff Tiers (Residential, 2026)

    DEWA uses a progressive slab (tiered) tariff for electricity. The more you use, the higher the rate per unit.

    1 fils = AED 0.01. So 23 fils = AED 0.23 per kWh. These rates apply to residential accounts. Commercial properties are charged a flat rate of 38 fils/kWh. UAE nationals receive a subsidised tariff — check with DEWA for details.

    Fuel Surcharge

    This is a variable charge that fluctuates with international energy prices. It appears as a separate line item, so your bill can shift month to month even if your usage stays the same.

    • Electricity fuel surcharge: approximately AED 0.065 per kWh (subject to change)
    • Water fuel surcharge: approximately AED 0.0158 per imperial gallon (subject to change)

    Sewerage Charge

    Sewerage is charged at 100% of your water consumption charges. So if your water bill is AED 80 for the month, your sewerage charge is also AED 80. This is collected by DEWA on behalf of the sewerage authority.

    Municipality Fee

    A charge of 5% of your electricity charges plus fuel surcharge, added by Dubai Municipality and collected through your DEWA bill. It funds municipal services such as waste collection, road maintenance, and public facilities.

    Housing Fee (Tenants Only)

    This is the one that often surprises people. It is not a utility charge — it is a municipal fee collected on behalf of Dubai Municipality and appears on page four of your DEWA bill.

    How it is calculated: Equals 5% of your property’s annual rental value, divided into 12 monthly instalments. For tenants, this is based on the annual rent registered on your Ejari tenancy contract. For owner-occupiers, it is based on an estimated rental value from the RERA Rental Index.

    Example: If your annual rent is AED 60,000, your monthly housing fee is AED 250 (5% of 60,000 ÷ 12).

    Important: The housing fee is exempt from VAT.

    UAE’s 5% VAT applies to electricity consumption charges, water consumption charges, fuel surcharge, and meter service charges. VAT does not apply to the housing fee.

    Understanding a Sample Bill

    A rough breakdown for a typical 2-bedroom apartment using around 1,500 kWh electricity and 20 m³ water per month:

    How to Pay Your DEWA Bill

    Digital/Online:

    • DEWA Smart App — iOS and Android. Pay by Apple Pay, Google Pay, Samsung Pay, or card. Scan the QR code on your bill for one-tap payment.
    • DEWA website — dewa.gov.ae, via registered account or without login using your account number.
    • DubaiNow app — aggregates utility and government payments in one place.
    • Online banking — most UAE banks (Emirates NBD, FAB, Mashreq, DIB, etc.) allow DEWA bill payment through their apps.

    Offline: DEWA customer service centres, cash/cheque deposit machines at DEWA offices, and selected petrol stations (ENOC/EPPCO). No convenience fee for paying through DEWA’s own app or website.

    How to Reduce Your DEWA Bill

    Air conditioning is the single biggest driver of high bills in Dubai — typically 60–70% of residential electricity consumption.

    • Set the thermostat to 24°C rather than lower — every degree below 24°C meaningfully increases consumption.
    • Use curtains or blinds during peak sun hours to reduce heat buildup.
    • Service your AC units annually and replace old filters. A dirty filter makes your unit work harder.
    • If replacing a unit, opt for an inverter-type AC — it adjusts output to match demand rather than cycling on and off at full power.

    Other practical steps: Turn off appliances fully — standby mode still draws power. Run dishwashers and washing machines at off-peak hours (before noon or after 6 pm). DEWA’s Smart Living Initiative in the app lets you monitor daily, weekly, and monthly consumption and set usage alerts. Fix dripping taps — water waste adds to your water and sewerage bill simultaneously.

    Why is my DEWA bill higher than my neighbour’s for the same size flat?

    Usage patterns, AC settings, number of residents, and appliance efficiency all vary. Check if your neighbour is an Emirati national, as subsidised tariffs apply. Building insulation also plays a significant role.

    Why does my housing fee not match 5% of my rent?

    DEWA calculates the housing fee based on your Ejari-registered rent. If your Ejari has not been updated to reflect a new contract, the fee may be based on an older figure. Update your Ejari first, then contact DEWA to reassess.

    Can I dispute a DEWA bill?

    Yes. Contact DEWA customer service via the app, website (dewa.gov.ae), or call centre. You can request a bill review or meter reading inspection if you believe there is an error.

    Does DEWA charge differently in winter versus summer?

    The tariff tiers themselves do not change seasonally, but because AC usage drops in winter, most residents fall into lower consumption slabs and pay less. The fuel surcharge can also vary as energy market prices shift.

    How do I set up a DEWA account for a new flat?

    You need your signed Ejari tenancy contract, Emirates ID, and the previous tenant’s account number or the DEWA premises number. Apply through the DEWA app, website, or a customer service centre. A refundable security deposit is required.
